Draw menu - Create Object - Picture

You use the Picture command to add a picture from an external file to a border. The cursor turns into a picture tool, which you can click and drag to define the size and position of the picture. When you release the mouse button, you see the Picture tab of the Details dialog, in which you select the picture you want to insert.
